steering cable grinding?

im just getting my ski out of the garage after another lame canadian winter and i notice the bars are hard to turn side to side and they make a grinding noise is there a point i should lubricate or is this signs of a steering cable about to go or should it go away once i start riding this summer and maybe it will loosen up ive already checked the steering system like the main bearing on the turnplate and it is all good any help??
