FX-1 Starts out of water, but not in it

Hey guys so I've been having this consistent problem with my fx1. It starts great out of water, but when I try to start it in water it just cranks and cranks but won't fire. Once its running and I take off its fine and throttle response and everything is perfect. But if I kill it or let it die out in the water it won't start. I have to swim it back to shore and lift the pump out of the water, crank it for 10 seconds multiple times and then it will fire back up. Any ideas on what could be the problem? Recently replaced fuel lines and filter and spark plugs

Yeah, been down this road of having to hold friends ski's out of the water to get em running. 99% of the time, it's crank seals. They're easy to change, and cheap. Remove motor, flywheel, coupler, flip motor over, remove bottom half of motor, gently lift crank to remove/install seals, clean, put sealant down and torque to spec. Just remember to grease the new seals when installing, or you'll have the same problem.lol
