spark plug reading

My dad gifted me this bone stock superjet (hip replacement, doc said no more standups) and it is not running well. Runs poorly on the trailer and in the water it just bogs and dies after one or two seconds of running. Dad said two years ago it was backfiring, and a mechanic replaced the cdi and cleaned the carbs. I know my dad has only ridden it once sense then. It looks like one plug was wet, one dry. Does it look like one cylinder is not getting fuel? I bought rebuild kits, am I barking up the right tree?

I would try new plugs first. Pull the plug caps and check to see if the wires are broken. Tug on the ends and if any strands pull out, cut the wires back to the longest strand, check again. Then test ride.

Carbs second.
