you can most certainly weld carbon steel to MOST types of stainless alloys ( all that I have ever tried actually)

drop a nut down over it, weld in the hole of the nut to the top of the bolt.

soak the threads in a GOOD penetrating oil ( not wd 40)

let it completely cool, back it out.

you will need a MIG or TIG welder, stainlessor carbon doesnt matter for this, you just want a good melt between the nut and the stud so it doesnt break when removing it.

the heat will expand the bolt, and crush all of the corrosion between bolt and threads, and when it contracts the oil should help it back out.

if you have a competant welder this will be NO problem, should be a 10 minute deal, and he wont melt or destroy anything.

It happened to me 3 times already. Before going the drill & extract way.
You could try to grind it on both side of your bolt to make it plan/straight. You'll end up with a sort of rectangle. Then use a long socket that can hold the 2 flat surfaces you made and turn it. You can also extend the length of your tool so that you have more force to turn it.

There is no downside, as if it does not work you'll end up the drill&extract way.

I got 2 of mine that way. Last one was so stuck I had to drill.
