On a RN, does the packing seal go on with the flat side towards the hull?

from what i remember the round seal should have the flat side toward the pump, but I could be wrong.

and yes it can go bad. mine was improperly set from the factory and when I pulled the pump the other day i could tell that it could definitely cause some cavitation.
They're only $18 new so I just went ahead and replaced it.
