SJ hard start

hi there
my superjet is hard to start, always have to give 1/4 throttle of gas and 2-4 seconds before starting. my friend's superjet is starting just by hitting the start button
my spark plugs hard dark a little bit, BR9ES, ada head 35cc 190lbs compression
oil ratio 40:1
can you help me out a little bit with this one

how do the fuel filters look? Can make a big difference.

they are new from this year

I would inspect the needle & seat valves for wear.

Check the needle and seats aren't leaking as Matt says, you may want to try BR8 plugs instead of 9's.

Check the diaphrams and float arm adjustment too, and the needle valves. This symptom you have is a carb flooding issue.

how I check for the needle and seats leaking, I have rejetted the carbs this year
