Install all your bolts hand tight with Loctite-572

First torque all top cylinder bolts to 17 ft/lbs and 11 ft/lbs for the girdled bolts.

Second torque all top cylinder bolts to 22 ft/lbs and 18 ft/lbs for the girdled bolts.

that's not a girdled head... so just go with the first numbers. I'd use grease instead of locktite on the bolts, properly torqued you won't have issues with bolts coming back out. But I'd check them again after you run a couple hours on the motors when re-installed.

Those torque specs are correct but just like most torque specs they are for dry fasteners. If you lubricate the threads you are stressing the fastener or threads at least 25% more. O ringed heads will do just nicely with 18 ft/lbs torque and you can use loctite - or grease if you will. I think 22 is also the torque for gasketed heads and the cylinder holes have been known to strip, just do 18, been working for me for decades.
