Yep a rubber pad bolts there, I mounted my hood straps UNDER it.

it helps cushion the impact if the pole flys forward.

here is mine, notice I trimmed the rubber a bit too.
I think if I re-position my straps the pole will go up another few inches, which is all it needs.

No rubber bumper on mine. I didn't know they had one. That must be why mine will come up farther. Here's a better shot of it. Is that what those four holes are for? I was thinking about threading them if there's enough meat for some hood straps. Still trying to figure out the best way to put them back on.

Mystery solved then. That is a pretty thick piece of rubber. I'm not riding in the surf or doing any bigs throws yet. I could see mine being a problem if I came down rear first off a big cruiser wake or a WOT wipe out. I have a limiting rope, but it stays in the tool compartment most of the time. Blowsions lowered bracket doesn't have holes to reconnect that bumper either.

I wish I had got my buddy to make a CNC copy of my plate before I put it on. It wasn't that hard if you just take your time with the measurements. It's just 10 holes, and the first four are easy if you use the square bracket as a template. Hood hooks will be different for everybody depending on how far forward you place the new bracket.

I was thinking of cutting a piece of that super hard thick plastic as a wedge when I do mine, along with alot of glassing for reinforcement in the backside.
