There have to be some historical/nautical abbreviations for the States that doe not follow the postal norm, or postal abbreviations that do not allow their abbreviations to follow the USCG.

This topic came up on pwct years ago. I think someone had an explanation for why some states are different than the abbreviation. Problem is I don't remember the reason or I could even be wrong on a reason being posted at all. It was awhile ago.
