Super Jet Pump rebuild or..?

Working on my friends ski the other day, we pulled the pump because he heard grinding. After pulling it, the prop seemed completely seized within the wear ring but eventually we were able spin it to a point where it wasn't impossible to revolve. That gap is only a couple inches before it seizes itself to the wear ring once again, however. Naturally I thought pump rebuild, but turning the prop on the portion where it doesn't make contact with the wear ring, the bearings seem fine? They make no odd noise and it appears to spin smoothly. What's going on and how should I attempt to fix this?

And how should I go about trying to spin the prop off? Because there is a good chance that one of the previous owners jb welded the stator section to the wear ring.. Seriously.. At least it looks like jb weld. This ski had about 15 owners in it's life time and it nothing less than extremely molested, as you could guess. Will I damage the prop if i force it out? The next step there is bigger and badder tools, but we will see. I think I need more heat.
