Epoxy is safe on everything but use only alcohol for thinner and cleanup around foam. Also make sure all pinholes are filled before painting over blue/white polystyrene foam.

ive heard there can be issues with the curing temp of epoxy melting the polystyrene. I would imagine as long as youre a bit conservative with the epoxy it shouldnt be an issue

The styrene in Polyester or Vinyl Ester resin is what eats the styrofoam, styrene monomer is a solvent used in the manufacturing of poly and vinyl ester resins, the polyester or vinyl ester is dissolved in the styrene monomer to make it into a liquid form otherwise known as a resin.
