Other painting to withstand salt water

Was wondering what some of the steps are to making paint last in salt water. I stripped and painted some rusted parts on my ski and they are probably worse now after a year of use then they were before i painted them. Is it all about the clear coat, or maybe a primer? Any info or links to a book or something would be good. Any info on doing some touch up paint on the actual hull would be good too.
 
i guess my post wasn't too clear... I know how to take off paint and prep the surface. I was wondering after you have it stripped down to bare metal what steps do you do and what products do you use. Should i prime - paint - clear coat etc

oh ya i prime everything i paint like my bed plates on my 650sx i spray panted them but primed it painted it and cleared it

powercoat wouldnt be a bad option that would be your best bet but i used the engine enamal from advance they got primer and clear turns out good i jst prime painted and clear the inside of my snsj hull
 
I use a Sherwin Williams (I think) self etching primer intended for aluminum. The cheaper black paint might have flaked off in some parts, but that primer is still on there, which is pretty good for aluminum in salt water...
