Low end troubles (Riva built 6MM stroker)

I have a fully built riva racing motor 6mm stroker built to 840cc. Dual 46mm carbs and MSD programable ignition

It has an extremely rough idle and low end (kinda seems like it runs in one cylinder until the revs pick up if that’s possible) once it’s higher in the revs it’s run better with lots of power, as soon as I let off throttle goes back to being rough. Just changed the crank seals and looked at the carbs seem to be good nothing wrong and there clean, one cylinder seems to be getting a too much fuel and the other is lean. Have been messing around with the carbs trying to get it to clean out on the low end but nothing seems to be working.

Any ideas as to what this could be?
 
He checked compression, 160 in both. He pulled the Reeds and the corners are all chipped, still waiting to hear if he can see light through them.

Pto cylinder is wet/rich and the front is dry/lean looking, when we did the crank seals I didn't think to do a pop off test, but I'll check them for him.

I'm pretty sure it has an msd enhancer, once we get the Reeds fixed up and the carbs checked we'll move to the electrical
