Is this arm too high?

If the carbs are brand new and you just install them I'm sure this is only part of the problem.

You need to get them dialed in so it performs well and starts right when hit the button.

Check the jetting thread, there might be someone with a similar setup using these carbs for your jetting spec baseline.

Ok went to the 80 gram spring like chuck said to do. Got pop off down to 25psi. So with what I had I went to a 2.5 n/s and a 115 gram spring getting it down to 20psi. Tank is on reserve I would say about 4 inchs from the bottom. I still cannot get it to start and the primer only works now and then? I have the primer hooked into the reserve line. Is it possible these carbs could have something wrong with them from Riva? I have had Novi's, and Blackjacks and never had a starting problem before.

Dumb question, but, is your primer new? Those things fail all the time.
 
I don't think the difference between a 60 and a 100 return jet is going to make it start . I think there is a fuel problem not necessary a carb problem. Check fuel lines and filters as well as fuel pickups. Squirt some fuel inside the carbs and see if it stays running.
 
hard starting

as said before me,
your primer is the problem
the intial fuel tank pressure leaks via the primer body
try to close the primer lines ,wait 5 minuts and try starting
check your oem fuel filter level it should be almost at the top
