it also loads the engine more, which means you might have to goto a lower pitch to get the same peak RPM.
impros can also sometimes cut it back further than 3mm, but he has to have your pump to measure to make sure, 3mm is just a safe number that will fit almost all pumps so that is his standard target.

Skat-Trak as a sponsor and this was one of the things they recommended to improve hook-up. Does 3mm make that much difference? I not sure but every little bit helps.
Take this idea and move everything back even further and you end up with a set-back pump.

nope, no difference at all.
we all just like to give Dave more money when we buy impellers.

I havent tested identical impellers back to back either. But if you do some searching, you will find that there are people who have, and they realised a difference.
that sort of thing is very hard to quantify, too many variables, water condition, and such.
My current is cut back 3mm, im tempted to send it in along with the pump and get it setback as far as it will go.. I will report the results when I do this.
