If you are talking about the Solas Concord impeller, I doubt anyone is running a 9/17.
Pitch numbers are not absolute, and they are not comparable at all between different makes and even between differents models of the same make.
A 9/17 sounds like an old school skat impeller - a very different design than the newer radial blade impellers (concord).

So, is this a good pitch for bottom end in a limited 701? I like the power I have. I just want to improve it a little. If I get the impeller cut back, does that change the pitch?(stupid question)

So, the 9/17 skat is outdated? The concord is better?

The 9/17 is a good impeller. I recently dinged up my Concord 13/16 and swapped in a 10/18 Skat while the Concord is getting fixed.
I didn't notice all that much difference, to be honest. The Concord is a better impeller, yes. (So is the Skat Swirl!).

Ran that for 3 seasons hooked up great.
made the ski hit and go better then a lot of more heavily modded skis I've ridden

A 9/17 Skat is a good limmitted prop, but if you have a concord 13/17 it is much better. You could run the 9/17 and send the Concord to Impros to cut back and pitch to 13/16 in the mean time and then swap them out.
As Matt E. said the 9/17 is a great back up prop to keep arround. It used to be the best Limmited prop out there.
 
Old school 9/17 Skats rule. I actually like it better than the Concord for my set up. The Concord had a bit of lag off the bottom I could never get rid of (Impros repitch, power tune, blah, blah, blah), the Skat worked better for me. The Concord did have much better hookup when carving once off the bottom.
