wrap it in glass...i dont think welding it will work too thin plus its pot metal pretty much..

before getting an X metal pole , I wrapped mine with fiberglass and polyester resin from a 12 dollar kit from Walmart and held great for at least a couple years and still is intact.

Welding probably wouldn't work since its cast so it'll be contaminated and as thin as it it in might warp quite a bit. If you do have it welded, it might develop more cracks eventually since the filler and base will expand and contract differently. Replacing it would be my choice if you have the cash.
