In Alabama Iv'e been harrased for hauling 60 gallon VP drums in the bed of my truck. I asked the troopers what the legal limit was and they simply said 60 gallons was too much but did NOT give me a ticket.
In their defense, they were cool about it, just concerned for peoples safety.

This came up in a thread last year and I believe it depends on which state you are in. A fellow member was pulled over and told that he was only allowed to carry 3- 5 gallon jugs.
Personally I carry 2 jugs per ski and I don't believe that is unreasonable.
I have carried up to 80 gallons before but it was in an approved slip tank with an electric pump. As long as it was for personal use, in a personal vehicle and in an approved container, volume is not an issue. Commercial vehicles must follow all DOT regs and also run placards.

Here is the best advice you will get out of this thread. Conceal the fuel!!! If it's obvious what you are doing, then Capt Obvious will probaly pull you over and treat you like a moron. If you put a tarp over the fuel, nobody will have a clue what you are doing. Ever since I got pulled over the last time I now tarp the drums and have no issues.

the total weight of all hazardous materials not exceeding
440 pounds (at a weight of 35 lbs per 5 gallon

hazmat regulations.

red metal UL listed safety can.

You specified "legal". The way I read it is that as long as you don't have containers over 8gal or a combined total of 62.85 gal you're kool. Legal only matters when ya get caught seems to be the rule of thumb with most people though.

that is from the Federal Motor Carrier Safety Regulations (FMCSR) unless you are driving a commercial motor vehicle those do not apply to you. if you are not a CMV than the state you are in will have their own rules that may or may not be the same as the FMCSR. chances are the cops dont know what the rules are or where to find them. so if they pull you over they are just gong to hassle you and if they right you a ticket it will probably be the wrong charge (the cops knowingly do this all the time because no one ever looks up what they got charged with and 90% of the time they just pay the fine)

They are Fedral and apply. It states at what level of fuel hauling special liscensing applies. OP is traveling from Ca. to AZ using either I10 or I40. OP asked about legal. Like I said most people don't bother with legal until there is an incident and thier ins wont pay and the get incarcerated. Y'all do what ya want, I was trying to provide him with the info he was asking for,not an opinion on whether local law enforcement would be aware or not.

the fed can only regulate interstate commerce and state and local law enforcment officers can not give you a ticket for violations of federal law. the states may have simalar rules that apply to anyone transporting fuel that local LEOs can enforce but this federal rule is not it.
basicly the op needs to look at the state statutes for the states he is driving in to see what they require. these states may have incorperated what you posted by reference but there is no guarantee of that.
