Hood hooks?

I'm puting x-metal hood hooks on right now and the bolt on them will not go all the wat into the hole. Is there a threaded backing plate for the stock hooks that needs to be driilled out to make the bolts fit? Thanks!

I used the stock hood hook backing plate but I had to use longer bolts.
