With the F/A off the PTO carb spits out fuel from the intake, when going from full throttle to idle (letting off the throttle). I took the carb apart and looked at the needle and seat it looked fine and when idling there was no fuel dribbling out. Is it the reeds not sealing properly and letting air back through the intake? I have to wait until I get home to tear into it further.

Found the problem. I pulled the intake manifold off and the PTO reed cage didn't come out with it. Luckily the screws hadn't fallen into the motor.
This is how it came out, notice the gasket behind the cage is gone.
One of the screws that holds the reads on was backing out. You can see it on the left side the first screw.

Going to need a new manifold as the holes have stripped out and will have to remember to locktite them this time as well.[/URL]
