HULL:
I don't know what the big deal is about weighing hulls? Two round dial bathroom scales will weigh up to 600 pounds. Slide one under each side at the balance point and add the amounts on both scales. It can be done in the back of a pickup or on the beach or under the tires of a beach tote with a known weight that is subtracted from the total. That is how we weighed our sprint cars except we used 4 scales, one for each tire.
So if it is easy to weigh an entire ski why not use a 300 pound weight minimum so the lightweight hulls can get lead strapped to them to make them legal? You could weigh them as they come out of the water on the beach tote, might need 3 scales to park the cart on. Just check the tote before the ski is loaded on it.
MOTOR:
What Steve said about the motor makes the most sense. To keep the price down go with stock stroke motors and charging systems. 800cc max displacement. High compression is OK. No aftermarket cylinders or exhotic transplants.
JUDGES:
Way back when I was a competetive snowboarder the Jam Session format was definately the best for judging. This is when the competitors judged each others runs but not their own. Then all that technicality crap isn't an issue. If you impress the guys you are competing against then you do good. It is easy enough to watch each others runs. Isn't being judged by your piers the fairest? Who knows what alterior motives a group of judges might have? Plus you don't have to round up a group of judges.
OPEN CLASS:
If you can't or don't want to follow the rules just have another class that will let you do whatever you can imagine/afford.
