Engine Over-Revs after a little Gas

Ok, new issue.

First, didn't have fuel flowing, but i fixed that problem.
Now, when I pull the throttle a little the engine never dies back down to idle. It justs continue to rev-up until I pull the choke to make it die down. It stops responding to the trigger.

I have dual 44 Novi Carbs. I tried setting the top 2 screws to 1.5 turns and the bottom 2 screw to 1 1/8 turns.

Fuel Line Setup:

'On' gas tank line to return of carbs
'Res" gas tank line Y'ed off to carbs

Two other wholes on tank, hosed together to keep pressure.

New Fuel Line Setup:

Not sure why, but from previous posts i think that the above is wrong. I used to have a fuel line selector, but i just connected to reserve.

The two inputs on the tank that are connected together, one has a 60 carb jet, so I think that has something to do with the fuel line pressure.

The pulse is Ted off from the single tap on the manifold, which i know isn't enough pressure, but it worked fine last season.

Advice might be needed there too, but that over-revving is def. an issue.

Yeah that is definatley an air leak. When u start it and let it idle without hitting the throttle it should start taking off on its own, reving right up

OK, Stop!
Let's start over with the proper way to hook up the fuel line routing.
1st,
Do not run a fuel selector switch to start. (you can always go back and use a BRAND NEW one later if you want one).
2nd,
Remove stock fuel pickup from top of tank, now add a short piece of fuel line to the 'ON' tube to make it the same as the 'RES' tube. Now reinstall in tank.
3rd,
Use 2) 1/4 inline fuel filters, 1 on each line going from the tank tubes to each carb inlet fitting (the lower fitting of the 2 that are inline on the carb)
4th,
The #60 main jet is a return restrictor bleed needed for Novi carbs that have been modfied (Novi drills out the stock internal bleeds) This main jet should be threaded into a 1/4 x 1/4 x 1/4 brass fuel 'T' fitting. Tap one of the straight ends of the brass fitting with a 5 x .08 mm tap, clean and oil threads and tighten jet into the brass fitting.
Now position the brass 'T' by the return fittings off the carbs, (in front of the front carb) hook up the return fitting from the carbs (top fitting of the inline fittings) to the brass fittings using the open holes and the jet end facing the front to use a line from the jet side of 'T' fitting to the return nipple on the top of fuel tank.
5th,
The other nipple on the tank is used for the tank one-way check valve vent. Install with the arrow on it facing the tank.
6th,
Remove intake manifold system, stuff paper towels in cases and drill and install a 2nd 1/4 nipple fitting for pulse off the #1 cylinder.
Try and keep the 2 pulse lines as close to the same length. One line each from the cases to each pulse nipple on the fuel pump plates.
7th,
Turn out the low speed adjuster to 1- 1/2 out from closed for now,
turn out the idle plate screw until throttle plates close all the way, check to make sure you have just a tic of slack in the cable at this time, then turn back in until the throttle plates just start to open, go 1 1/2 turn in.
Now you set to go to the water and test and adjust idle and mixture adjusters.

SUPERTUNE: Thanks for the help.

Q1: Would each fuel In on the carbs come directly from the tank, in that case having reserve and On the same length?

Q2: Can I put the 60 jet right into the nipple of the tank and run a hose from the T on the return lines down to the nipple and into the tank?

Q3: One-way valve on the tank. Not sure if i even have this part so thinking of what i can use instead. The valve is designed to let the pressure out right?

Q4: Dual Tap on Manifold - Utter necessity?
