I have that manual in my toolbox. I have checked and rechecked and not all of the specs for popoff are the same. And I have checked every combo of n/s and spring. And I did it exactly the way the manual specified on stock 38mm carbs and my Full Spectrum carbs using a popoff guage that came from mikuni.

Springs will vary a little, but I have found that if you have a good needle and seat then the values will be close to what the manual states. I have noticed that the needle valve arm has to be not bent from its original state. This can cause the pop off pressure to vary by several pounds. I only bend the arm a little to get both carbs popping even.
