cooling lines question

My two water lines from the pump go to each side of the exhaust manifold...but I heard that running one of those lines from the pump to only to cool the pipe is better ? and then you run the other pump line to a "y" connection at the manifold ? According to an engine builder this will make your cylinders run much cooler ?
 
I have heard just the opposite. But I did run my last ski (limited with dry pipe) with one line to motor and one to pipe for years with no problems. But with my new stroker I was told to plum them both to the manifold to get more water through the cylinder. Which also prewarms the water for the pipe... :shrug:
