If you want to be cheap you can use some belzona or jb weld. If you want to do it right, you drill out the three rivets at the rear, take that tube out and take it to a shop to get welded.
 
Take it out and have it wielded.... Good news is, while you have it out you can redrill the front hole and lower it 2" and get it completely out of your way. It also gives you more room betweem the carbs and the side of the ski. Worth doing IMO . It's an easy job.

Thats what I was thinking,fab up a new pipe, I"ll just weld in some 45degree elbows to drop it to clear the footholds.

i wouldnt do the elbows, you wont ever be able to pull it out again without taking tray apart. Just do what sportfish said, pull the pipe, cut a new hole in the firewall and lower it down. You are already glassing so it wont take much to cover the old hole.

take this time to lower it so its out of the way. and refoam the tray. it will probably be damp in there.

can you pull the pipe out with the tray in, Do you have to 5200 it from the engine side I take it?

Just pulled mine out yesterday, it was kind of a pain. Drill out the rivets on the rear of the ski, then go to the engine bay and cut the adhesive where it is connected to the bulkhead. I just cut it with a razor blade. You might not need to do that, but I did. I also hit it with a rubber mallet a few times, then I was able to twist it around. Then I hit it all the way into the bulkhead so I could go to the rear of the ski and pull+twist it by the flange and eventually pull it out. Just takes a little time.

Alls good now, pipe is welded, reriveted, new foam and styrofoam blue SM. Buckets fit in nicely, now what glass, how many layers do I use and how much epoxy resin should I buy?
