My guess is there are lots of places in Louisiana that are in dispute as to weather they are navagable or not (marshlands that flood often etc) and the ruling is specific to those cases. Wonder why the story only appears in some obscure trade rag. (Even the MRAA doesn't mention it on their site)

I work in environmental matters, and the federal interpretation of "navigable waters" includes the drainage ditches along parking lots that eventually lead to a creek or river.
EPA uses this to prosecute people for spilling chemicals into navagable waters even if there is only an oily sheen on two inches of water in a drainage ditch.
This ruling has the potential to affect anything wet.
