I would have the head shell milled .004", remove the outer o-ring and use sealant.
But, before I did that, I would remove the outer o-ring and use sealant just to make sure the dome o-rings are being crushed. If the shell o-ring groove is not deep enuff it will never seal the domes.
And befor that, I would assemble the head on the cyl without any o-rings and troque the domes with the sparkplug to make sure the shell graps the dome. Maybe lap the area where it's leaking.
