santa clara county lakes have a mandatory vessel inspection to keep out these mussels and shellfish that have bean phuckin up alot of local lakes. you pay 7$ for the inspection. they just look for standing bilge water, water in exhaust and look for those mussels/shellfish in your bilge or on your hull. takes 2 mins. when you leave the lake you pull up to the inspection shack and they put that band on your steering nozzle. the band just lets them know that you have bean inspected.when you return to the lake you go up to the inspection shack and they pull your band. if you ride anywhere else the band will rip off. then you have to get an inspection again. its sucks and is stupid, but we have to protect our lakes.
