B1 carb tuning problem- WTF

This thing is driving us nucking futs!!!!!!!!!!!! working on a b1 rebuild- long story short, the original motor burned out the rear rod and upon dissasembly appeared dry. bought used engine that sounds great, runs great. BUT... The carb is a single 38, engine has what i believe is a mach 1 pro tec exhaust. according to a post i found yesterday the settings for the carb should be high speed 135, low 120, needle 2.3 spring 65g. our set up was 135, 115, 1.5 (we think) the pop off preasure is fine, low speed is fine. idles great, hole shot great. Mid range is good. in setting the carb high speed we wanted to turn it out to the point of rich and then back it off 1/4 turn. with the 135 jet we had is out 6 turns (according to mikuni 3 is full open) plug bone dry. so change it to 140, same thing, went up to 147.5 plug was basically white, not one drop of fuel! I cannot make the high speed go rich?!?!

I don't want to fry this motor too. the engine runs great on any of the jets setting Are we missing something HELP!!!!!!!!!
 
we are going to try and change the needle to the 2.3 because we can't tell what size is in it (is there away?) if any one has any other things to check please don't hesitate to post. any way thanks for reading.
