No it should be turning 7000 , does it still have the grey fuel lines on if , hopefully not but if so , you are going to need to replace those , rebuild the carbs and possibly replace the fuel selector . Before you do all that check the compression , it should be 150 PSI , next pop off the rave valve caps and have a look if something is amiss there then it won't turn max RPM's .

ANY number of things can cause lower RPM's. More would be nice BUT.....I don't worry about them if they turn more than 6300-6400. What condition is the pump/impeller in?

You are looking for exhaust leakage, blown bellows, bellows that are off the pistons etc , also valves that are stuck, carbon crusted and not moving freely , melted rave bellows caps , anything that will cause the system to not function properly ,951's use o-rings to seal the raves, you can pull them apart and clean them without having to replace any parts , I usually wire wheel them on a grinder but a small wire brush and some solven will do the same thing just more time consuming , if all the parts are still in good shape put it back together , if you don't know when the last time is that they were serviced then it's time right now .

Rave valves are a maintaince item that no one does the maintaince on till the ski doesn't run right anymore, they need to be inspected at least once a season or so.
