98 Superjet Electrical demons

I’ve got a 98 RN. Been running good all summer. Last weekend while riding came to a stop and never restarted. Tried new battery, even tho mine tested fine. Disconnected kill switch. Put a voltage tester from switch all the way to Solenoid. Everything has power. Had a new in box starter relay so through that in. Still nothing. So next guess is starter is shot. Although solenoid doesn’t click or anything. Pulled start switch apart and cleaned contacts. Has power there. So today I yanked the motor and pulled starter. Figured had to be the issue. Once I got it pulled I hooked it to a marine battery and it spun like crazy. Thought maybe it was froze up. So, I put it back in and reinstalled the motor. Still nothing.
New starter ordered, but this isn’t making sense to me. Any ideas?

With the starters the brushes can go bad and itll spin when not under any load but as soon as theres a load it will not move at all, same thing happened to my starter a while ago

Yo seafus, there is a short pigtail exiting your ebox on the starboard side. It has two sumitumo plugs. One plug is fed by a black and a white wire- black is ground, white stops the spark. The other plug has a red (B+ at all times if fuse and battery is good) and a brown wire ( actuates/connects to solenoid in box). Corrosion can often be found inside this plug. Disconnect it from the cable coming from handlepole and check voltage from the red to ground- should be battery voltage. If you have voltage there, take a paperclip or something and short across the red and brown- that should cause the solenoid to click!
