701 superjet with 650 b-pipe only has 2 adjuster screws?

My brother recently bought a 701 square nose with a 650 b pipe on it. The head pipe only has 2 adjuster screws. One screw on the top and one on the bottom by the fitting that goes to the stinger. Has anyone seen this head pipe before?

The third one is on the very bottom, hidden from view and it would even be tough to get a hand down there to feel for it.

What's unusual is that's not where they are usually tapped for the water line.

Is there no water line on the very bottom?

No water line on the very bottom. Someone said that they think it is a A pipe, which is the first B pipe Factory made.
