im getting 12.37 from the battery, and nothing to the starter. Im almost positive thats the relays bad because their should be some kinda of voltage coming out right?

touch the two large bolts together on the relay with a wrench and see if it starts.

there should be 12.37 volts AT the small wires on the relay, if your bat voltage is 12.37.

often the starter button contacts get some corrosion, and they have enough resistance to really drop the voltage they will pass.

also, 12.37 volts is NOT a fully charged battery, like 70%
should be 12.66 or more.

just found a broken wire going from the fuse to the relay could that be the issue? i touched the 2 together and just sparks no start?

You jumped to two big lugs and it just sparked and no crank? Are you sure you made good enough contact? What did you use (you need to use heavy wire, wrench or pliers you don't care about)? If it did make good contact, sounds like your starter is shot as long as all the wires are hooked up correctly. If your starter is shorted to ground it will burn up your relay. When you jump it, it's like you shorted the battery cable straight to the negative side.

Also, charge up your battery and try it. If you battery is toast, it can read 12.37 volts with no load, but soon as you try to load it, it drops to under 6. You can try to jump those terminals again, and measure the battery voltage while doing so.

also, on my 95 the switch would get gummed up with "stuff" so i would have to clean in once in a while till i ordered a new switch

why would a relay go bad? help!!!!
The relays can go bad internally because they're just an electromagnetic set of points and the high amperage contacts wear out.

If you energize the relay disconnected and ohm the post terminals a bad solenoid will have high resistance readings.

the broken wire might be the issue.

I think you have a weak battery as well.

it should spark then spin the engine over, touch the two together and HOLD IT THERE to see if it either smokes and erupts in a giant fireball or the engine spins over.

this is my kind of diagnosis work.
