650 sn carb questions

So I built a sn recently using a motor from a vxr 650. The motor is all stock so it was pretty straight forward. I removed the oil injection then threw on a block off plate. There were two fitting on the carb that oil lines went to. What do I do to those fitting on the carb do I block them, and what with? What are the high/low settings? Should I rebuild it if I feel like it's not getting gas, because it can get it to run. When I shut it off it's almost like I have to manually prime it with fuel to get it just to turnover. Because there is no getting it to fire until I do that. Sorry just frustrated and confused.
