650 hesitating

I have a 1986 550 hull with a 650 engine installed. I have hesitation problems when i pull the gas trigger to the max. It revs up and then down at a low rpm. once i let go just a little bit off the trigger, it feels strong. Also once im just cruising and i make sudden accelerations, it bogs down and then it picks up 2-3 seconds later. Could this problem be in the carburetor? I have an upgraded one too. with a west coast manifold and brand new arrestor.

I had a Superjet do the same thing when a lot of debris blocked the filter. Disassemble the carb and make sure the basket (mikuni) or screen (keihin) is clean. Then blow on the tank vent an confirm that a solid stream of gas comes from the supply line.
