If it has the external fuel pump, make sure it works and the pulse line is good.

i dont know what that means. what is a pulse line, where is is located? and i dunno what my fuel pump looks like :/

What year 650 do you have ? The external pump was located on the right side of the engine bay and I think it was used with the 28 mm carb. The 38 has its own pump built into the carb. I'm in the STL crew and have a 650 that mostly my daughter rides, motor is going in this weekend after some minor work. Next is the SXR !

this is def a carb problem. u said u took the carb off and said it was clean. did u rebuild it? or just look and see it clean. if u did def rebuild. otherwise im pretty sure its a simple turn of the high or low screws. try taking it to the water and start wit the low screw. screw it al the way in and work your way out quarter turns at a time.
