I would weld something to the impeller to get ahold of it to turn. If you do it nicely you could probably even salvage the impeller. Then heat it a lot and then heat it more.

If msd static timing works the same way as static offset on a zeel, seems like you with want more like 30 or 35 maybe, so that you can run a curve with 30 or 32 degrees of advance in the low rpm range.

You are saying that the waterbox getting hot is causing the motor to be sluggish? It would make a lot more sense if the CHAMBER getting hot was causing that, the temp of the waterbox shouldn't have much affect, only needs to be cooled to prevent damage to the couplers and hoses. How hot does...

You may be able to drill a couple of small holes around the perimeter of the insert, use a syringe to inject jbweld or maybe thickened epoxy into the small space around the spinning insert to keep it held in place, then drill. Carefully.
