Ya, a comp vest(key words) will float you, it just doesn't keep your head back, so your face first in the water. A Coast Guard approved PFD is supposed to keep your head tilted back(for the most part).

Since there is no fuel filter and your having problems, take your carb/carbs off and clean out the little black basket filter in each carb. They may be clogged and not letting the fuel flow properly.
The SJ is "Grandfathered claused" in with the EPA etc. and they cant change they engine set up. They would have to put in a new design EPA compliant motor. They can change the hull, but not the engine now.
