Ya, a comp vest(key words) will float you, it just doesn't keep your head back, so your face first in the water. A Coast Guard approved PFD is supposed to keep your head tilted back(for the most part). I have one and have tested it and it floats me enough to keep buoyant, but thats about it...

Since there is no fuel filter and your having problems, take your carb/carbs off and clean out the little black basket filter in each carb. They may be clogged and not letting the fuel flow properly.
