If you cranked it for 15 minutes and added fuel through the carb it's most likely flooded and/fouled plugs.. I've never messed with timing on one so i won't chime in there but that could be an issue if you were messing with the stater..

Try to jump the starter straight off the battery.. If it turns fine then check all your connections to the starter.. Make sure there isn't a rub in the start/stop wiring.. If you don't find anything there try bypassing the s/s switch at the switch.. If it turns over fine then.. Buy a new...
