Can the handle brackets be rotated up 90 degrees? This way the bar is up on top of the "Tongue"? This may give it more support. This way the handle is against the alum, vs off the end.
Cut 2" back from bulkhead to where the pump tunnel bulge is then down the sides of it. Leave at least 1.5" of materal along the sides so you have a good lip to adhere back to.
Fill that area with foam panels or 2 part foam and sand smooth so the old sections can lay down on them for support. then class in with resin. I had either 404 or 405 adhesive powder to the mix (West Systems)
