Have you tried unhooking the kill switch while it's displaying these symptoms? Maybe it's just coincidental that it gets water in it and it's actually water in the kill switch trying to ground out your spark??
For anybody using JB Weld for anything involving fuel.......I personally made up a test batch with several different epoxies and the JB Weld will turn to mush when immersed in fuel CONTAINING ETHANOL. If you're not using ethanol fuel then MAYBE it's ok, I only tested with 10% ethanol regular gas.

Could be leaky needle and seat flooding badly? What are your carb settings? Maybe you're losing spark under load due to a weak stator coil, have you checked stator output voltage?
