Yes, when you pull throttle you are demanding more air fuel mixture, if you are sucking air on your seals, you just took your air fuel charge and leaned it out to where it will not run due to not enough fuel.
Errrr, Your carb is not functioning properly by what you described.
1. turn your idle screw back to where it does not idle. then slowly turn the screw in until it idles nicely. If you keep getting runaways you have an air leak either at the carb to manifold gasket, intake gasket...
You might want to consider re-routing the bilge line, Make it come up high then down to the outlet. I did one on my first SJ and it was way too low, would let water in some. But test out and see if you have any issues.... Looks great.
