As fleabags said, there is a little yellow form called a "Ownership Certification" that you can fill out. That form along with a bill of sale will be sufficient to get a title. They do a search on the HIN to make sure that it is not reported as stolen, has a lien, ect which may take a few hours...
The starter does not make direct contact with the flywheel. There is a bendix gear between the two. The starter spins the bendix, the roational force opens the bendix up and spins the flywheel. If you spin the starter and it does not turn the motor over, chances are the bendix is not engaging...
