Did you use a new pump to hull seal? I like to use a ratchet strap to make sure it's fully compressed. Or you may need some silicone too.

Got my bilge pump all figured out with the @waxhead harness. I switched things over to bullet connectors. It really pays to have the professional crimpers! Wax harness, attwood 800, ocd solutions surf Armour bilge switch.

Honestly I would argue your trailing edge could be too high. For 701 skats you're usually at 12/18 ish for 144, 7-8/14s for 148s, and 5-6/12 for 155s. Easy way to test this is put a spacer between prop and stator and see if it improves.

Pull the pump and check your pitch. It could be as simple as that. Pump tuning is absolutely crucial.
