Never on a top end. I put 2 stroke top ends together dry. You get almost an instant break in that way. Once it starts there is oil from the fuel and it's good to go.
Be careful here. Some states allow you to submit your fuel/gas receipts in order to claim a refund of the "road tax" that is placed on purchases at pumps from say a gas station for off-road use. That is on a state by state basis. Federally you should look here...
