For the adjustable foothold holes; Have you thought of using a 1/4" or so PVC pipe and glue it in before the bolts? That sounds like it will stop water from going down as long as you seal the openings. Then maybe add some o-rings so the bolts don't clatter against the pipe and make a noise.
