I don't have manual in front of me but from what i rem. Start Retard only has effect up to 1000 rpms. So if your idle speed is at least 1000 rpm it has no effect on the timing curve.
Might want to pull the starter out , reach in the starter hole with a finger and make sure the bendix is able to be turned freely and eliminate that from the equation.
Forget permits thats only if you get caught. I'd be worried more about the DEP getting ahold of your little test pond, pollution from the race gas etc. Your talking about digging a pond that may or may not tap into the water table. Someone down the road with a well might be drinking MS109 for...

I just had the same problem recently. With low pop off pressure ( yours around 20 ) Mine around 21-21.5 and a motor that vibrates a decent amount sometimes from stiff non-oem mounts can cause the needle to leak or dribble as you have described ultimately introducing an excessive rich condition...
Yeah I tried that also just take a pc of .125 aluminum cut it in the shape of the red cross emblem bend the tabs up and your done. Dont worry about welding the corners as it is perfectly sound and lets the water drain out from underneath the box.
O btw I also angled my waterbox holder / box ever so slightly to point out towards the side of the hull rather than directly at the intake manifold. If I can help you any more let me know. Kenny
