I over do the padding and use a flap wheel on a diegrinder to contour the the desired shape.
Padding is difficult to get it to stay on some of the angles of the holds. I wrap tape over the padding to hold it tight against the holds till the glue dries.

Your cylinder is probably stuck on the 2 alignment pins. Use your deadblow hammer and try to hit it from bottom up straight as possible. Those alignment pins won't let the cylinder go anywhere but...
Keep the angles of aluminum casting the same but open them up to match the sleeves. You don't want to do anything to the iron sleeve besides chamfer the edges after boring so the rings don't get hung up.
