I hate moving signatures and avatars.
When I see one I tend to skip right over the text and ignore that person.

plan on the file size being very small. I had one that I ended up having to make very small and remove all the color to get it to fit the size requirements.

Photoshop, one image with several layers (as many frames as you want the animated gif to be..) each frame of the gif is a layer. Take it to image ready and animate by revealing/hiding layers at each frame for whatever time length you want, and save as a .gif. VOILA!
