I always put the base directly down. If you use the bracket, you risk the little tabs breaking off unless you 3M those also, and if you do that, you might as well just 3M the strainer directly.

A little tip, Dremel a couple of holes in the base so the 3M can go up the outside, through a hole,and down the inside to the hull again.

thats how I do it as well.

take the bracket OFF of the pump, I scrape the pump back and forth on the driveway concrete a few times, makes it ROUGH.
wipe it acetone, or brake cleaner ( dries fast)

then 60 grit sandpaper to the hull inside, wipe it clean also.

squirt a bead of 5200, or PLII ( caulk tube stuff from Lowes) on the base.
position it, mush it down.

wait a couple of hours and go ride. ( longer for the 5200)
